Tecolote Research Inc. is seeking a candidate to apply Operating & Support cost estimating and analysis knowledge and experience to providing leadership at the highest technical and programmatic levels for teams to accomplish customer-sponsored projects. Candidate can work out of any Tecolote office (AL, CA, CO, DC, FL, MS, MD, MA, NM, OH, UT, VA, WA). Flexible Hybrid role.
Responsibilities:
Candidate must possess strong verbal and written communications skills.
Strong leadership skills within the analysis team to facilitate a sound analysis and development of team members to their fullest extent.
A successful candidate will have a thorough understanding of the cost estimating process with respect to Department of Defense (DoD) weapon systems and have hands-on skills and experience analyzing technical and cost information; developing and applying cost methodologies; using cost estimating models; and presenting and documenting analyses and results.
Experience with various weapon system commodities (Aircraft, Ground Vehicles etc.) a plus.
The position requires the ability to work independently and in groups, in a fast-paced environment.
Skills Required
10 years of cost estimating and analysis experiences supporting DoD. At least 5 years concentrated experience doing Operating and Support cost estimating for DOD programs
DoD Domain Knowledge (in-depth knowledge of one or more Services weapon systems and various models. Field experience, former operator or maintenance officer, deep knowledge of weapon system hardware
Certification in cost estimating by a recognized professional society/educational organization (i.e., ICEAA or DAWIA) is desired but not mandatory.
Experience using MS Excel required. Knowledge of business analysis tools such as R, Tableau, Python, and/or Dataiku to perform analysis of large disparate data sets is a plus.
Extensive knowledge of the DoD O&S process, experience developing hardware and software cost estimating relationships and cost methodologies, work breakdown structures, cost research and analysis, building cost models, applying inflation, phasing, collecting and normalizing data, performing detailed risk analysis and documenting all results.
Understand drivers and patterns in Operating and Support cost estimates
Must have completed multiple Operating and Support cost estimates and sustainment reviews without oversight
Knowledge of MIL-STD-881F and is a plus.
Familiarity with database design and development is a plus.
