Transportation and Parking Services (TAPS) supports the University mission of academics, research and public service by providing and managing access to UC Santa Cruz and overseeing the planning, design and operation of the facilities and programs associated with parking, transit services, and bicycle/pedestrian circulation.
Under the general direction of the Transportation and Parking Services (TAPS) Executive Director and the Risk & Safety Services (RSS) Director of Business and Financial Analysis, the TAPS Business and Finance Specialist is responsible for the development, implementation, and execution of policy for utilization of financial, procurement and budgeting resources within Transportation and Parking Services (TAPS). The TAPS Business & Finance Specialist is the principal staff member responsible for implementing UC Accounting policies and procedures and for the financial management of all capital projects, unit budgets and expenditures, and the development of the unit recharge rates and miscellaneous fees. The incumbent provides financial analysis and support for fee initiatives including Student Fee Referendums and Grant applications. The incumbent provides analytical support for TAPS organizational planning, financial management, business contracts, campus budgeting processes, cost analysis, and accounting for personnel actions. The incumbent supports hiring processes and activities in Talent Acquisition Manager (TAM).
Budgeted Salary: $111,150/annually. Salary commensurate with skills, qualifications and experience. Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

60% - Budget, Financial and Analysis
Provides analytical support for highly complex budget, financial, and resource projects working directly with TAPS managers and outside constituents. Works closely with department management to distill the data.
Makes recommendations on maintaining and strengthening internal controls to protect University resources. Track & audit expenditures and revenue. Responsible for all the coordination and management of fiscal closing, and annual Payment Card Industry (PCI) certification. Serve as campus liaison with campus Financial Affairs and Accounting offices, and Staff Human Resources developing procedures and campus policies. Develop and implement business and management financial goals and strategies that support the University's mission and meet unit objectives.
Coordinates financial transactions and recharge billing, manages transfer of payroll and non-capital expenses, and coordinates research of financial transactions utilizing campus systems.
Manages reconciliation of transactional detail and financial reports to ensure the integrity of the data, and within general accounting practices and campus and system-wide policies and procedures for TAPS programs.
40% - Financial, HR and Office Administration Support
Coordinates activities associated with creating, maintaining, and reporting on the operational and capital budgets and budget processes, the performance of financial planning (including problem definition, forecasting, data collection, and development of alternative solutions), the performance of human resources FTE planning (position management, staffing forecasting, data collection), development of policy or action recommendations in the areas of budget, finance and human resource planning, and report preparation. Provide analysis and expertise using FIS, FMW, PPS, AIS, POS, UCPath, Talent Acquisition Management & other campus systems.
Independently, and in response to campus initiatives, develop and recommend strategies for the implementation of new financial processes and procedures. Provide financial analytical support for special projects and various committees.
Represent unit at senior campus leadership meetings (Business Officers, Payroll Representative, TAM, UC Path). May be assigned special projects as needed to support mission-critical objectives for Risk and Safety Services. Attends monthly RSS Business Team Meetings.
Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
Bachelor's degree in related area and / or equivalent experience / training.
Advanced knowledge of finance policies, practices, systems, budgeting and reporting techniques, accounting, and bookkeeping.
Ability to interpret a wide variety of regulations, policies, and procedures regarding all aspects of business and financial management.
Advanced ability to effectively present complex information verbally in a clear and concise manner.

Familiarity with UCSC systems and applications such as FIS, CruzPay, FMW, CruzBuy, RMS, UCPath, and TAM.
