Provides specialized professional expertise in project management control systems. Implements plans for project scheduling, budgeting, and other initiatives and acts as a liaison between collaborating project participants.
Plans and develops project objectives and/or content. Researches and identifies trends and needs and establishes project directions accordingly.
Develops and administers project budgets and recommends or makes budgetary recommendations.
Serves as a key resource for project information. Resolves problems or questions referred by program staff, University administrators, or other contingencies.
Understands Federal Uniform Administrative requirements (2CFR200) and Federal assistance grant policies.
Conducts the monthly progress updates for budget and schedule, update budget forecasts, and identify critical and near-critical path activities. Implement and maintain the status reports. Provides regular and comprehensive budget and schedule status reports to the Project Manager and sub-element managers.
Conducts cost variance analysis of reported data; identifies trends and potential budget impacts; and reviews and analyzes variances in budgeted versus actual expenditures.
Reviews and verifies reported progress submittals and ensure they are reflected in the project schedule and budget. Incorporates approved changes into the baseline schedule and budget.
Monitors the overall integrity of the budget and schedule forecasts in accordance with accepted EIA-748 Earned Value Measurement principles. Calculate EAC and ETC on a monthly basis and report on trends.
Assists technical leadership in developing the activities, logic, and resources needs for their assigned project sub-elements, leading to the creation of a baseline schedule and budget and its subsequent maintenance.
Implements and complies with the required funding agencyâ™s progress monitoring and status reporting procedures.
Participates in recurring meetings with Level 2 Cost Account Managers to review cost and schedule performance to determine cost overruns/under-runs, or variances in budgeted versus actual activity duration.
Reviews task order requests, change orders, and amendments and assess their impact on budget and schedule. Ensure there is budget availability, the cost coding is accurate, and reporting requirements are satisfied.
Serves as a central receiving point for all requests for project financial information and provide external interface support regarding cost and schedule inquiries from external sources.
Works independently to develop detailed work plans, schedules, project estimates, resource plans, and status reports. Assembles and leads a project team, assigns individual responsibilities, identifies appropriate resources needed, and develops schedules to ensure timely completion of projects.
Tracks progress, conducts analysis, as well as prepares for and facilitates project meetings. Ensures adherence to quality standards and reviews project deliverables.
Performs other related work as needed.

Experience with Microsoft Office and advanced proficiency in Excel, e.g., Pivot tables.
Experience with NDIA EIA-748 Earned Valued Measurement systems and reporting.
Experience with Project Control systems including scheduling using Primavera 6 and cost analysis using Deltek Cobra.
Licenses and Certifications:
Certification in Earned Value Management Systems by the industry organization.
Technical Skills or Knowledge:
Knowledge of the US Government Accountability Office (GAO) Schedule Assessment Guide.
Knowledge of US Government Accountability Office (GAO) Cost Estimating and Assessment.
Code Of Federal Regulations: Part 200 - Uniform Administrative Requirements, Cost Principles, And Audit Requirements for Federal Awards.
