Provide administrative, operational, and technical leadership for the University of Michigan's Electrical Operations section of the Utilities department. Oversee the Electrical Operations Department consisting of two (2) electrical engineers, one (1) electrical designer / drafter, administrative staff, and two (2) union represented electrical trades' shops; each shop consisting of one (1) supervisor, one (1) planner and approximately fourteen (14) tradespeople who conduct operations and maintenance activities on the medium voltage micro grid and campus outdoor lighting systems.
As a Senior Manager in Utilities, this position will:
- Plan, prioritize and lead activities for the Electrical Operations Department. Provide master planning to meet departmental and university operational, reliability, efficiency, and sustainability objectives. Ensure that the primary electric grid and outdoor lighting systems are well maintained with the minimum outage time. Coordinate electrical system objectives with those in the Utilities department and other university stakeholders.
- Evaluate the effectiveness of departmental operations and recommend organizational changes, policy and procedure revisions, and equipment applications. Continuously assure alignment of workload/capacity for both support and electrical trade's resources. Appraise electrical staff's productivity to determine options for improved performance.
- Responsible for all budgetary preparation and administration of their department.
- Work closely with other engineering disciplines in the development and application of standards and guidelines to improve the safety, quality, reliability, and/or efficiency. Represent Electrical Operations and Utilities on campus-wide planning and policy committees.
- Integrate best practices for environmental health and safety into planning and design. Assure compliance with affirmative action, safety and environmental programs and policies.
- Provide management leadership and review on select projects and perform periodic inspection of work sites.
- Lead the review, implementation, and administration of the electric procurement activities including: cost analysis, modeling of potential electric tariffs for university loads (present and future), and electric power contracts analysis. Act as liaison to the local electric utility and other primary power providers.
- Provide administrative and functional supervision over professional, trades, and support staff with the authority to hire, recommend promotions or other changes in status, recommend electrical staff pay rates, plan and direct work load, and set work hours.
- Review complaints for electrical professional and union staff complaints and grievances.
- B.S. in Electrical Engineering from an accredited institution.
- Ability to obtain Professional Engineering (PE) registration within two (2) years.
- Minimum of five (5) years of progressively responsible experience in supervision/management or ten (10) years progressive electric utility operations experience.
- Knowledge of medium voltage micro grids and low voltage electrical systems and their components such as cable, wire, switchgear, protective relaying and schemes, transformers, connection methods, generators, and lighting fixtures.
- Three (3) years of experience working with and providing support to Electrical Trades.
- Experience in project management including budgets and estimates of probable construction costs for professional staff and retained consultants associated with electrical infrastructure projects.
- Knowledge of current electrical design codes, standards, specifications, and regulatory requirements.
- Demonstrated ability to develop and maintain positive relationships with internal and external stakeholders at all levels.
- Act in accordance with the Facilities and Operations' guiding principles of being Respectful, Collaborative, Proactive, and Solutions Based.
- Current Professional Engineering (PE) registration.
- Five (5) years of experience in electric power engineering.
- Experience working in a large university setting.
The working title for this position will be: Senior Manager of Electrical Operations. This is a management position providing direct operational support and supervision. Work location is primarily on-site.
