1. Responsible for planning, design, and construction activities associated with electrical or thermal generation and distribution systems projects along with other assigned University projects. 2. Manage complex Utilities engineering projects from the design phase through to completion of construction, commissioning and final project turnover to Operations. Provide advice to ensure conformity with specifications, codes, regulations and University standards. Liaison between project architects, engineers, or other consultants, and Utilities Plant staff members through all phases of a project. 3. Establish priorities for the allocation of design and construction resources. Participate in the resolution of planning and technical conflicts and recommend cost effective options and approaches in concert with other University Operating Units. Ensure that institutional planning objectives and strategies are incorporated into departments' plans and projects. 4. Review of all proposals for planned maintenance and modifications to University Systems. Interact with different Yale Operating Units (i.e., Utility Operations, Engineering, Environmental Health and Safety, Fire Code Compliance, Physical Plant, etc.) to provide information on project status; to direct and resolve problems; and to discuss code, regulatory and safety issues / procedures. 5. Works closely with the Director of Utilities to develop and promote design standards and guidelines for Utilities' systems, new and retrofit installations, recommending solutions on utility related building and distribution systems. 6. Manage the selection of consultants, contractors and the implementation of proposal, bidding and contracting procedures on Utilities Projects. Manage and review the progress and quality of the work performed by outside and in-house consultants. Provide supervision and manage efforts of architects and engineers in the development of design and contract documents. 7. Provide advice to ensure conformity with specifications, codes, regulations, and University standards. Develop engineering and architectural program requirements. Assure that Yale Sustainability Standards are incorporated into the construction documents 8. Resolve conflicting issues with consultants, contractors, and plant staff affecting project budgets and schedules. Participate in budget development and prioritization for programs, project and capital spending. 9. Ensure projects are completed within budget in a timely manner, and in conformity with applicable codes, zoning ordinances, and safety regulations. 10. Monitor the schedule for design deliverables and manage the overall project master schedule to meet the expectations outlined during the Design Phase of the project. 11. Act as a liaison/primary point of contact between project architect(s), consultants, contractors, building committees, building user, City agencies, and departmental staff members during the completion of design documents, Procurement, construction, commissioning, start-up and closeout. 12. Lead the quality control, commissioning, and closeout/turnover process at completion, and assure that all required documentation is received prior to release of final payment. Monitor and lead resolution of all warranty issues for the full warranty period and beyond as necessary. Oversee the move-coordination process with the end-user. 13. With the assistance of the Contracts Administration Department, create and issue purchase orders, contracts, change orders and other associated project documentation. Review and approve monthly billings and update cash flows. Build the electronic archive of project documents in accordance with Yale policies and procedures.
Required Skill/ability 5: Proven knowledge of capital and strategic planning, and life cycle cost analysis. Excellent oral and written communication, presentation, organizational, estimating, analytical, team building skills. Proficiency in Excel, Word and PowerPoint.

Required Skill/ability 1: Skilled in the practice of Construction Management or Power Plant Engineering including but not limited to large scale and/or complex utility and infrastructure.
Required Skill/ability 4: Ability to establish priorities and follow through on projects paying close attention to detail to complete construction assignments following time and budgetary constraints.
Required Skill/ability 2: Proven ability with complex planning, design, and construction management for multiple and complex projects. Knowledge of electrical, utility or thermal energy systems design, operation and construction.
Bachelor's degree and six years of experience in Engineering or Construction Management; or related field or an equivalent combination of education and experience in Engineering or Construction Management; or related field.
