Engineering Design Manager

This is very responsible professional civil and environmental engineering and administrative work in the planning, directing and managing of activities related to the design and preparation of plans and specifications for public works and capital improvement projects, including projects related to stormwater, water quality improvement and environmental issues in urban areas. The position requires considerable knowledge of stormwater issues and design, resilency, NPDES regulations, water quality regulations, LID methods and other environmental issues. Knowledge of ICPR and SWMM models, GIS and Civil 3D is desireable. Work requires the application of engineering skills and knowledge to manage difficult projects and to supervise technical employees and Engineers with responsibility for projects relating to municipal improvements, Capital Improvements Project Planning, Budgeting, Estimating and Scheduling. Work includes the oversight and directing of employees performing: preliminary project planning and budgeting for future year work programming; the completion of plans and specifications, including cost estimations; location surveys and planning for utilities and street construction; and maintaining engineering related special use maps, charts, graphs, and drawings; program and construction management; the completion and implementation of the city’s stormwater management master plan update and the integration of the plan update into other city initiatives. Work requires the exercise of considerable independent judgment, initiative, and ingenuity; productive interaction with City officials, other governmental agencies, contractors and the public; the ability to competently and independently manage a workload that may include competing demands and challenging deadlines; the application of professional engineering knowledge in evaluating the cost effectiveness, safety and practicality of construction methods; preparing special reports on projects; conducting public meetings and presentations; representing the city on various technical committees; and providing technical and professional support for all activities, such as preparation of plans, specifications and technical reports.
