The Facilities, Real Estate & Auxiliary Services (FREAS) organization is responsible for designing, constructing, and maintaining safe and highly functional buildings and grounds for the University of Delaware students, faculty, staff, and guests. The organization consists of Auxiliary Services, Custodial & University Services, Finance & Administration, Maintenance & Operations, Planning & Project Delivery, Real Estate, and Sustainability Energy & Engineering. The organization employs over 700 plus employees responsible for more than 440 buildings making up the approximately 8.7 million square feet of space on five campuses and over 2,000 acres. Annually, Planning & Project Delivery manages between five and fifteen major projects (budgets $10M and above) with aggregate capital expenditures ranging between $40 and $200M.
Under the limited direction of the Director, Planning & Project Delivery, the Project Controls Engineer will provide accurate and timely information to project management team that will enable them to make informed decisions and take necessary actions to correct any possible adverse situations or trends on the capital projects. The Project Engineer also advises the management team of the true status of the project.
This position will be heavily involved with information technology and will handle testing and implementation of the department’s Project Management Information System projects. This position collaborates closely with other Facilities, Real Estate & Auxiliary departments, units, and management levels.
Lead the development of the Planning/Scheduling, Cost Management and Control, and Cost Estimating systems and processes used to monitor the performance of the capital projects.
In consultation with the project management team, implement timely and accurate monitoring, prediction and reporting of project performance including: cost and schedule risk analysis; completion dates forecasts and probability of meeting these dates; and identification of most critical activities.
Assist with early identification and management of potential variances from the scope, schedule and budget.
Assist Project Managers in the identification of the most critical risks to project’s schedule and cost.
In conjunction with the Project Manager, evaluate the required contingency needed in the cost estimate, to achieve any desired level of confidence of completing the capital projects with in approved budgets.
Assist the project management team in the development of business case analyzes in support of presentations to senior leadership.
Lead the development, and support to project management, in the implementation of the Project Management system (E-Builder).
Performs miscellaneous job-related duties as assigned.
Bachelor’s degree and six years related experience, or equivalent combination of education and experience. Degree in Engineering, Management, or Finance preferred.
PMP Certification is a plus.
Experienced in Earned Value Management concepts and techniques.
Experience in Project Management system implementation. Specific experience with E-Builder is a plus.
Proficiency with Microsoft Office applications Excel, Word, PowerPoint and Access.
