RAND seeks one or more experienced researchers to provide analyses in support of RAND’s Homeland Security Operational Analysis Center for an 18-month term position. Major tasks will include collecting and organizing several types of data, carrying out quantitative analyses with a focus on estimating costs, synthesizing analyses, writing reports, and providing briefings.
A quantitative background with training in statistics and regression analyses is required.
Excellent verbal and written communication skills; strong interpersonal skills; and evidence of effective working relationships within cross-disciplinary teams also required.
Work may also involve interacting with government clients in support of their cost estimating activities.
Formal training, or on-the-job experience, in cost analysis preferred.
Experience in civil engineering, urban planning, or economics is preferred.
Construction experience, or experience as a certified construction cost estimator, is a plus.
ICEAA cost estimation and analysis certification (or similar certification) is also preferred.
BA/BS degree is required; Master’s degree or higher is preferred - in related field.
A minimum of 3 years of experience in a quantitative role is required.
Successful candidates must have the ability to obtain and maintain a security clearance and Department of Homeland Security fitness, which require U.S. Citizenship.
Santa Monica (CA), Pittsburgh (PA), Washington (DC) or Boston (MA).
The RAND team will consist of some members who are working off site in various locations and some who are working from within RAND’s US-based offices. Position may require travel to Puerto Rico or similar areas for extended periods of time.
This is an 18-month term position, with the possibility of renewal.
