Definition Under administrative direction of the Senior Director, Facilities, Planning and Construction, provides management support in operations related to facilities, planning and construction. Provides daily operational management, direction and oversight for the District site facilities' functions, including; building maintenance, grounds, custodial services, energy management, and project document controls. Manages projects that may involve multiple disciplines of planning, engineering, architecture, landscape, interior design, estimating, scheduling, program management and project management.
The incumbent is responsible for implementing the strategies of the District's goals and standards related to Facilities, Planning and Construction. Duties are carried out with considerable independence within a framework of policies, administrative guidelines, and ensures compliance with federal and state laws/codes.
EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following: • Collaborate and work closely with the Senior Director, Facilities, Planning and Construction with special projects, ongoing program implementation, and managing office functions and assignments as they relate to District office emergencies. • Provide assistance to the Senior Director, Facilities, Planning and Construction on matters relating to facilities planning, capital projects, maintenance, and operations. • Conduct review of cost reports related to construction works in progress; summarize and report on cost analysis of construction projects throughout the District. • Analyze, prepare and process input for the Board of Trustees agenda including change orders, resolutions, authorizations for employment of architects/engineers and independent contractors, notices of completion and other related matters. • Serve as the liaison with campus administration and Administrative Services departments on facilities and construction-funded matters. • Work collaboratively with external contractors, vendors, administrators, faculty, management and staff on all construction, planning or facilities' projects, events and/or concerns; plans budgets and schedules facility modifications, including cost estimates. • Work closely with the Senior Director, Facilities, Planning and Construction to coordinate and oversee all construction activities and advise affected staff of possible impacts to on-going daily activities. • Manage, supervise, lead, train and assign work to department office staff and oversee the daily workflow to accomplish the department objectives, vision and mission. • Plan, schedule, allocate and prioritize the workload to meet efficient operating requirements of the department. • Provide oversight and direction with implementation and application of current District, state and federal policies and procedures. • Perform complex accounting functions within a broad framework of policies and procedures to ensure compliance with applicable laws and District policies and procedures. • Supervise advanced-level administrative support duties in the facilities department requiring independent judgment, technical knowledge and initiative. • Provide technical assistance exercising a high degree of judgment regarding department and campus function related to the assignment. • Prepare financial and statistical reports on state-funded and Bond-funded remodeling and construction projects; prepare financial reports and make reimbursement claims to the state. • Oversee and provide direction of the maintenance, grounds, custodial, and energy management staff for the District site. • Provide ongoing analysis of building equipment functions and repairs. • Prepares and presents reports and other necessary correspondence, including regular progress reports. • Attend a variety of administrative, staff, contractor, and vendor meetings and serve on related committees as assigned. • Review and approve capital program purchase orders, claims, and invoices submitted and ensure timely payments to contractors and vendors. • Maintain an understanding of current ideas, research and practices pertaining to the areas of responsibility for this position, through continued study and participation in professional organizations. • Perform other job related duties, as assigned.
MINIMUM QUALIFICATIONS: Knowledge of: • Computer based technology for management of facilities programs and functions. • Principles and practices of administrative organization and management, planning, supervising and evaluating the work of others, employee motivation and training. • Principles of budgeting, budget reporting and financial management. • Applicable Federal, State, and local laws and regulations as they relate to comprehensive facility maintenance, construction, operations and planning programs. • Equipment, materials, and supplies commonly utilized in the maintenance and repair of educational facilities, offices and equipment. • Strong time management skills and problem solving skills to proactively mitigate delays, budget problems and additional complications that may jeopardize a project. • Safe working conditions and safety regulations and guidelines pertaining to facility maintenance and construction projects and activities; OSHA and ADA requirements. • Complex business-level English usage, spelling, grammar and punctuation. • Modern office technology, practices, procedures and equipment and software programs for word processing, spreadsheets, presentation programs and databases. • Principles of customer service and persuasion techniques. • Excellent leadership skills in order to coach, train, motivate, evaluate, and discipline as needed. • Strong writing and communication skills.
Ability to: • Manage and oversee activities in the areas of facilities including project budgets and planning, District and campus site(s) planning, maintenance and construction. • Make appropriate judgments and decisions weighing the relative costs and benefits of potential actions. • Demonstrate effective analytical, organization and leadership skills and initiative. • Perceive when important changes are needed in the delivery of services or in the management of assigned programs. • Work effectively with managers, faculty, and staff in a participatory and collaborative environment to accomplish the goals and objectives of facilities, construction and planning projects and programs. • Effectively train, supervise and evaluate the work of staff. • Learn and adhere to the terms of the various collective bargaining agreements. • Work with plans, specifications, schematics, diagrams and drawings. • Follow all District-wide policies and procedures. • Communicate effectively orally and in writing to express difficult and complex concepts clearly and concisely. • Demonstrate sensitivity to and ability to work with the diverse academic, socioeconomic, cultural and ethnic backgrounds of community college students, faculty, and staff. • Use personal computer utilizing various software applications (word processing, spreadsheet, presentation programs and database management including the internet). • Establish and maintain effective working relationships with those contacted in the course of work. • Operate a vehicle observing legal and defensive driving practices, and possess an appropriate, valid, and unrestricted California Driver's License.
Conditions of Employment This is a full-time, 12-month per year classified management position. The normal hours of work will be 8:00am to 5:00pm, Monday through Friday, with some flexibility required to meet the needs of the department. The effective date of employment will be arranged with the supervisor.

PAY PHILOSOPHY: All movement on the salary schedule will occur July 1 of each year for all classified employees.

Education and Experience: Possession of a Bachelor's degree from an accredited institution in a subject area related to the assignment. At least three (3) years of related experience overseeing such activities as construction management or facility maintenance and planning in a large public or private agency. Or, any combination of education and experience which would provide the required qualifications for this position.
Desirable Qualifications: Facilities, planning and/or construction management experience in a Community College environment.
LICENSE AND/OR CERTIFICATIONS: Valid Class C California Driver's License.
