This position can be located in either Vancouver, WA or Bingen, WA. Relocation provided as needed! This position reports to the Manager of Material Estimating within the Material Planning and Controls Organization (MP&C). It will be responsible for preparing material cost estimates for technically complex proposal efforts.
Prepares material cost estimates for high visibility/risk or technically complex proposal efforts. Develops consolidated bills of material and compiles supporting data. Collects data from functional representatives, subcontractors, and vendors. Researches and validates purchase order historical data. Develops and analyzes material factors/decrement to include material usage allowance, yield or scrap. Develops cost estimating relationships. Develops and implements process improvements. Supports all audits, fact-finding, current price updates, negotiations, sweeps and certifications
-Develops consolidated bills of material and compiles supporting data

-Develops and implements process improvements
-Supports all audits, fact-finding, current price updates, negotiations, sweeps and certifications
-Routinely interface with internal stakeholders including Contracts, Program Management, Business Development, Proposal Development Center, Pricing & Estimating
-Expected to interface with other organizations in representation of MP&C
-Strong verbal and written communication and presentation skills
-FAR15 proposal experience. 5+ years experience preferred
-Estimating experience in a government contract environment, 7+ years experience preferred
-Strong Excel skills (vlookups & pivot tables at minimum)
-Strong MS PowerPoint Skills
-Must have experience with an ERP systems (Deltek Costpoint, SAP etc)
-Work experience with accounting systems and processes and their effect on estimates and proposals.
-Ability to collect, organize, and analyze data; summarize findings; develop conclusions and recommendations from appropriate data sources.
-The ability to communicate with technical personnel from multiple skill areas and functions to evaluate technical information and issues impacting design, production, and support of products, services, or other deliverables.
-Knowledge of accounting disclosure statements, Truth in Negotiation Act (TINA), applicable FAR and agency supplements that influences the development and negotiation of the estimate and price.
-Must work well in a fast paced team oriented environment ICEAA or NCMA membership preferred
