TASC, an Engility Company, is looking for a Sr. Operations Research/Cost Analyst to provide on-site support to the client in the development of strategic resource decisions requiring quantitative and qualitative analytics. The primary responsibilities and deliverables for this position include: Develop decision models using Excel, Monte Carlo simulation, and/or Google Analytics; Provide independent and unbiased cost analysis and research expertise to support the development of Independent Life Cycle Cost Estimates (ILCCEs), to include derivations such as Independent Cost Estimates (ICEs), Independent Cost Assessments (ICAs), Analysis of Alternatives (AoAs), and Budget Sufficiency Reviews (BSRs) for Major Systems Acquisitions (MSAs) and Major Automated Information Systems (MAIS) Acquisitions; Perform risk an sensitivity analysis; Conduct research on various topics with both HW and SW estimating foci; Validate funding requirements against programs of record, program office estimates, and agency cost positions; Design data collection strategies including database selection, dataset scoping, and parameterization; Develop Cost Estimating Relationships (CERs) and other cost estimating methodologies; Conduct data acquisition, programmatic collection, and data organization in preparation for analysis, working with representatives from the functional (GEOINT, SIGINT, etc.) community and across IC agencies; Develop analytical tools to quickly process large and/or unstructured datasets; conduct statistical, geospatial, and temporal analysis; conduct budget analysis; develop data visualizations; Support working groups, technical exchange meetings, and facilitation of meetings; interact across multiple IC agency offices as well as the ODNI; develop recommendations to senior officials; Support ad hoc tasks as needed, such as author issue papers and summaries in areas of subject matter expertise; assist with drafting responses to Congressional and OMB inquiries; coordinate and staff action packages; review and edit documents; develop and present briefings; and participate in community meetings for respective assigned topics/studies.
Must have an active TS/SCI with polygraph Bachelor’s degree in Operations Research, Engineering, Mathematics, Cost Analysis/Estimating or Data Analytics Minimum of 5 years conducting Operations Research/Cost Analysis in either the IC or DoD. Significant data analysis, quantitative analysis, operations research or systems engineering experience Strong competence in data collection, normalization, conducting statistical analysis of data, and summarizing results in graphical or tabular form Ability to advise on the availability, applicability, and pros and cons of data sources for analysis Demonstrated knowledge of statistical sampling techniques Domain knowledge across intelligence missions and disciplines (e.g., SIGINT, GEOINT, etc.) Strong competence in HW and SW estimating methodologies Knowledge of IC/DoD databases and data sources Knowledge of roles and missions of IC agencies and DoD Knowledge of the Acquisition and IPPBE processes Demonstrated excellent communications skills, oral and written Expertise with Excel, PowerPoint, Word and SharePoint 10 years supporting Operations Research/Cost and Risk Analysis, specifically for Major System Acquisitions Master’s in Operations Research, Engineering, Mathematics, Cost Analysis/Estimating or Data Analytics Understanding of policy, governance, standards and technology issues related to SIGINT and GEOINT platforms Experience in more than one agency within the IC Advanced Excel and programming techniques to include Visual Basic for Applications (VBA), macros, array formulas, and pivot tables Experience with cost and risk analysis/simulation software such as Crystal Ball, etc. General programming capability for ad-hoc analyses and data management using tools such as Python, R, or Perl.
