Position Description: Full time Cost Estimating Analyst (Advanced and Intermediate Levels) supporting the development, fielding, and integration of the Missile Defense Agency’s (MDA) Ballistic Missile Defense System (BMDS). Support includes development and maintenance of Life Cycle Cost Estimates/Models for MDA programs, analysis of reported cost data, and conducting excursions.
Essential Duties and Responsibilities:
Lead/support the development, presentation, and defense of cost estimates, cost estimating relationships, and mathematical cost models.
Independently develop cost estimating relationships using applied mathematics, probability, statistics, regression analysis, linear algebra, learning curves, and data collection.
Obtain and analyze essential cost data from contractors’ DD Form 1921s for the purpose of establishing a credible cost database.
Participate in analysis of alternatives and cost studies.
Collect and manage cost data, technical baseline data, and cost research/analysis.
Education and Experience Requirements:
Advanced Analyst: BS/BA Degree in (Mathematics, Engineering, Operations Research, Economics, or Statistics) & 10+ years of experience or MS Degree in (Mathematics, Engineering, Operations Research, Economics, Statistics, or Analytics) & 7+ years of experience.
Intermediate Analyst: BS/BA Degree in (Mathematics, Engineering, Operations Research, Economics, or Statistics) & 5+ years of experience or MS Degree in (Mathematics, Engineering, Operations Research, Economics, Statistics, or Analytics) & 3+ years of experience.
Membership in ICEAA preferred, ICEAA certification highly desired.
Must possess exceptionally strong analytical skills based on mathematical concepts.
Must be able to work independently; understand/anticipate requirements of leaders, and “hit the ground running,” and manage customer and contractor relationships.
Must be a self-starter, mentor for junior analysts and able to support multiple complex projects.
Must possess excellent oral and written communication skills.
Experience in Department of Defense and MDA Programs preferred.
Knowledge of Ballistic Missile Defense System (BMDS) and missile technologies preferred.
Must possess or be eligible to obtain and maintain a DoD Secret clearance.
Possession of a Top Secret or Top Secret/Sensitive Compartmented Information highly desired.
Information Technology Requirements:
Expert knowledge of MS Office, including advanced functions and pivot tables in Excel.
Experience with ACEIT, @Risk, Crystal Ball or other similar parametric and cost risk tools desired.
