The Cost Engineer provides independent, timely and professional Cost engineering products, services and consultation for the planning, design, construction and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands. Participates in planning, budgeting, designing and construction of substantial new construction, renovation and improvement projects for a variety of complex military construction projects.
Conducts analysis of designs, drawings, proposals, scopes of work, and/or specifications to determine cost projections. Develops comprehensive budget cost estimates for complex construction assemblies and building systems composites for all facility project types. Develops comparative cost/construct-ability/availability analyses for alternative design scenarios.
Provide advice and assistance to professional designers in order to arrive at the project's selected plan while maintaining cost control. Evaluates and advises on contractor cost proposals and change order documentation, and participates in negotiations with contractors. Develops detailed comprehensive cost estimates for complex military facilities to arrive at the project's selected plan while maintaining cost control. Helps identify the scope of project base bid and additives in an effort to keep projects within budget.
Reviews complex cost estimates prepared by A/E firms, monitors design-to targets, conformance with criteria and contractual requirements, and accuracy of the estimates reviewed. Develops detailed cost estimates for modifications on contracts under construction, either Design-Build or Design-Bid-Build. Applies an understanding of Life Cycle Cost Analysis concepts, including operations, and maintenance costs.
It is desired that the candidate have 3-5 years of prior work experience in the facilities design and/or construction fields. Registration as a Professional Engineer (PE) or Registered Architect (RA) is highly desirable.
EDUCATION: Completion of a course of studies from an ABET or NAAB accredited college or university leading to a bachelor’s or master’s degree in Civil, Mechanical, Electrical Engineering, or Architectural.
CONDITIONS OF EMPLOYMENT: Must be a US Citizen. Must be able to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty.
Additional Salary Information: Salary range from $46,609 - $95,388 (depending on qualifications)
