Description: SPR seeks professionals to provide total lifecycle programmatic and logistics support for the Electro-Optic Infrared (EOIR) projects managed by the Electro-Optic Technology Division of the Naval Surface Warfare Center Crane Division. The Program Analyst provides programmatic support including programmatic services, procurement documentation development, financial, logistics and meeting support. Successful candidates have experience in leading teams to prepare program and acquisition documents and presentations in support of assigned projects. Position is contingent on contract award.
Major Job Activities:
Assist in researching, developing, coordinating, preparing and reviewing acquisition documentation for new EO/IR system procurements.
Assist in the development of program/project plans, budgets and schedules.
Create/Update Programmatic Documentation including but not limited to: Strategic Plans, Plan of Action and Milestones (POA&M), Program Objective Memorandum (POM) submissions and Purchase Request Documents (PR), mission needs, program studies/analyses; and associated procurement documentation such as Performance Work Statements (PWS), Contract Data Requirements Lists (CDRL), Acquisition Plans and Life Cycle Sustainment Plans (LCSP).
Skills: Familiarity with FAR/DFARS regulations DoD 5000, DOD5000.2, SECNAVINST 5000.2 and the General Services Administration Acquisition Manual (GSAM). In depth knowledge in the preparation of acquisition documentation. Fluent in MS Project, MS Word, MS Excel.
Experience: At least 7 years professional experience in acquisition management support that demonstrates the activities listed above. 9-12 years experience in direct support of an ACAT I, II, III program preferred. Considered expert in Earned Value Management, resource management and risk analysis desirable.
Education: Bachelor’s degree or equivalent. Master’s degree in a Business related field preferred. ICEAA Certification is ideal.
