Panum is hiring a Journeyman Acquisition Specialist in Grand Prairie, TX. This is for a proposal we are bidding on. Candidate must have prior experience working at or with a Federal Agency and have experience with the FAR. The position calls for specialized expertise supporting various aspects of the acquisition process in support of the agency; contractors shall provide professional support services in conducting federal acquisition management activities such as but not limited to acquisition planning assistance, including market research and recommending procurement strategy, acquisition document development, including cost/price estimates, quality assurance surveillance plans, statements of work, synopses, solicitations, price negotiation memoranda, assistance in supporting proposal evaluations, including price/cost analysis or technical proposal analysis, contract administration support services, including assistance with reviewing contractor performance, developing contract modifications, and investigating reports of contract discrepancies, contract close-out assistance, and competitive sourcing support.
Experience shall demonstrate abilities to support commodity and services acquisitions starting within the Simplified Acquisition Threshold to $400 million.
7 years of experience in conducting comprehensive acquisition support activities with a working knowledge of Federal Acquisition Regulation (FAR) (emphasis on FAR Parts 7, 8, 10, 12, 13, 15, 16, 17, 37 and 42).
Ability to communicate effectively, both orally and in writing.
Ability to conduct comprehensive research and analysis of technical and price/cost data.
Ability to read and interpret acquisition policy, regulations, and directives.
Ability to provide clear guidance to all lower level acquisition personnel.
Bachelor's Degree with at least 24 semester hours among accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management or a current/previously acquired FAC-C or DAWIA Level II in Contracting Certification.
Familiarity with the following programs and systems;
EIS (Enterprise Information System)
